This year, every seat in the Pennsylvania House of Representatives and half of its state Senate seats are on the ballot. To help inform voters about their candidates’ stances on cannabis legalization and other reforms, MPP has created this voting guide, which includes information from incumbents’ records, public comments, and replies to our one-question candidate survey. We asked candidates:
Twenty-four states — including five of Pennsylvania’s six border states — have legalized cannabis for adults 21 and older. Do you support making it legal for adults 21 and older to use, possess, and purchase cannabis in Pennsylvania, while imposing health and safety regulations and taxes on sales?

I have also traveled to Harrisburg numerous times to lobby. This is something my opponent can’t say. He might say he supports cannabis, but that’s lip service. Period. I don’t just talk to talk. I walk the walk and I’m not afraid to speak up and speak out on the steps of the capital or in Washington DC.
If Pennsylvania legalizes adult-use cannabis but hands it over to a handful of corporations or a state-run monopoly, we will have missed the point. Legalization has to be about justice, opportunity, and getting it right—not just getting it done. Here’s how I would fight for a fair, people-centered cannabis policy in Pennsylvania: -No State Store Model — Build a Small Business Economy I do not support a state store model. We’ve seen how that limits opportunity and concentrates power. Instead, we need a competitive, well-regulated market that prioritizes local entrepreneurs, small businesses, and independent operators—not a system dominated by a few large players. -Automatic Expungement & Justice First Legalization must start with justice. That means: * Automatic expungement of past non-violent cannabis convictions * Resentencing and release where appropriate * Reinvesting in communities that were disproportionately harmed by criminalization We cannot move forward without addressing the harm that was done. -Equity Licensing — First in Line Means First in Opportunity The people and communities most impacted by the War on Drugs should not be last to benefit—they should be first in line. I support: * Priority licensing for impacted individuals and communities * Set-asides for minority-, women-, and locally-owned businesses * Caps on how many licenses large corporations can hold -Breaking Down Barriers to Entry Too often, the biggest barrier is simply getting started. I would push for: * Low-cost application fees * State-supported grants, loans, and technical assistance * Partnerships with community organizations for training and mentorship If we’re serious about equity, we have to invest in it. -Strong Protections Against Corporate Takeover We cannot allow “Big Marijuana” to dominate Pennsylvania the way we’ve seen in other states. That means: * Limits on vertical integration * Anti-monopoly protections * Transparency in ownership This market should work for Pennsylvanians—not just wealthy investors. -Community Reinvestment That Actually Reaches People Revenue from cannabis should go back into the communities that paid the highest price for prohibition—funding things like: * Public schools * Workforce development * Mental health and substance use services * Violence prevention and community programs -Public Health & Safety Done Right Legalization must come with clear, responsible regulations—protecting consumers, preventing youth access, and ensuring safe products—without recreating the harms of over-policing. ⸻ This is about more than legalization—it’s about getting justice right, building opportunity, and making sure no one is left behind. We have a chance to do this the right way in Pennsylvania. I’m ready to fight for it." |
