Rep. Harold Dutton (D-Houston) has introduced H.B. 715, legislation that would promote fiscal responsibility by removing the threat of jail time or a criminal record for possessing small amounts of marijuana.
Texas is facing a budget deficit of up to $12 billion, and the state's prison system is overflowing. H.B. 715 would allow people convicted of possession of small amounts of marijuana to continue living as productive citizens without the threat of jail time. This punishment for nonviolent marijuana offenses is more logical than jailing them at taxpayer's expense.

Currently, people found in possession of less than four ounces of marijuana can face up to 180 days in jail, lose their driver's licenses, and be subject to drug testing. H.B. 715 would lower penalties to a ticket and a fine for those who possess less than an ounce of marijuana.
