How "mature" is 23? What sort of poor life choices would one have to make to have their maturity questioned by law enforcement? Reaching the age of 21 confers maturity?
At 58, I lack the maturity to follow the thread of logic that proceeds from possession of 20 grams of marijuana to buying an illegal firearm.
