This bill would allow the Parole Board to commute sentences of life without parole to life after habitual offenders served 20 years if they were never convicted of crimes including murder, sex offenses, inflicting physical injury in the commission of a crime, and other crimes. It would likely result in the release of about 80 non-violent offenders who served at least 20 years.
