- States shown in dark orange (like Texas) have complied with the Solomon-Lautenberg amendment (23 USC 159) by enacting a license-suspension law for all illegal drug offenses (includes the District of Columbia and Puerto Rico).
- States that opted out but which have some form of license-suspension law anyway are shown in light orange (like Michigan).
- Light blue states (like California) have opted out and have no such law.
- "D" denotes decriminalized states (first-time possession of a small amount of marijuana for personal use does not warrant possible prison time or a criminal record).
